About Us

Arkansas Medicinal Source, LLC (AMS) is a joint venture among several respected Arkansas businessmen and medical professionals with experience in the fields of real estate development, construction, horticulture, transportation and logistics. AMS has partnered with top cannabis industry consultants, including experts in the fields of law, management, finance, energy efficiency, electrical engineering, software development, sales operations, security, and cannabis cultivation and manufacturing. The team has further enlisted Franklin Bioscience, a Colorado, Nevada, and Pennsylvania based company. Franklin’s expertise is in producing pure medical products that extract the active ingredients in cannabis to create scientifically sound medical delivery systems and medical products of the highest possible quality.

Arkansas Medicinal Source’s mission is to provide Arkansas with safe, effective, scientifically based medical cannabis products administered to patients with debilitating diseases. Our team has the necessary business acumen and industry experience to efficiently cultivate, safely refine, and securely distribute medical cannabis to patients across the state.

AMS intends to operate a cultivation and manufacturing facility based in Fort Smith. These sites will ensure medical access for any and all patients who are doctor-recommended under the state-operated Medical Marijuana Patient Registry. AMS’s collective experience with logistics, inventory tracking, and security ensure that even with manufacturing operations based in the Fort Smith, our products can and will be safely delivered to all dispensaries across the state.

AMS’s initial development plan will enable it to supply up to 2,500 patients on July 1, 2018, the earliest date that will be permitted to provide medical cannabis to patients. Our 30,000 square foot facility will include state-of-the-art organic cultivation systems built with an eye towards energy efficiency, and a manufacturing facility that uses carbon dioxide (instead of butane or propane) to extract and separate active ingredients for final processing into oils, tinctures, pills, and other more advanced medical products. The production facility will be devoted to producing safe effective plant-based medicine to replace demand for opiates and other medications. As the Arkansas market grows, our business will scale to meet increased demand within our fully owned facility, with potential expansion to over 100,000 square feet. This allows our business to maintain constant supply of medication, a priority within the state government.

Our Team

AMS’s Chairman of the Board, Hon. Paul Danielson, is a former Arkansas Supreme Court Justice and an advocate for medical marijuana reform. He has thoughtfully brought together leading Arkansas business and nonprofit leaders, as well as nationally-recognized industry experts, to provide scientifically engineered products to address patient needs in the state. Hon. Danielson has witnessed the tragedy of opioid addiction and the devastating impact opioid use has on individuals, families and communities. He believes that medical marijuana can help to mitigate opioid overdoses in Arkansas, and AMS is poised to contribute to research that helps to end the opioid epidemic.

AMS’s Vice-Chairman, David Starling, grew up in Booneville and is intimately familiar with Arkansas residents, culture and geography. He strongly supports the state’s efforts to help qualifying patients with medical marijuana, having seen its benefits to several friends and acquaintances over the years. Mr. Starling recently retired as CEO of Kansas City Southern, a leading railroad and a critical transportation provider for NAFTA. Mr. Starling will provide executive leadership to AMS, as well as fiduciary and regulatory oversight and quality control.

CEO Mike Tullis is currently the owner and chairman of the Arkansas offices of Home Care Assistance, a leading franchise providing in-home care to elderly and disabled clients. Prior to this endeavor, Mr. Tullis owned and operated a successful insurance agency and was widely recognized throughout the commercial construction industry for his expertise on contract bonds. His breadth of operational experience, as well as his degrees in finance and risk management, will ensure that AMS conducts its business with professionalism at all times.

Nicole Hart, the Chief Operating Officer of AMS, is a longtime advocate for both veterans and medical marijuana. She founded the non-profit ARVets to create a support network for armed services veterans and their families, and has impacted over 30,000 of the state’s 250,000 veterans through partnerships with various other organizations. Ms. Hart has worked diligently over the past decade with Gov. Beebe as well as national and local organizations alike to serve and advocate for Arkansas veterans. She joins AMS to continue that work, and to help veterans suffering from Post-Traumatic Stress Disorder and other qualifying conditions. A lifelong activist for those who have served their country, Nicole Hart is critical to ensuring that AMS stays true to its mission of providing high-quality medical products to qualifying patients.

Ted Mateja, AMS’s Master Grower, has been cultivating industry-leading medical marijuana in Colorado for the past decade, under some of the strictest regulatory guidelines in the nation. In addition to his experience producing pharmaceutical-grade medical marijuana products, Mr. Mateja has experience training new growers, designing low-waste and environmentally friendly cultivation systems, and designing cultivation facilities. With experience cultivating over 200 distinct genetic strains of medical marijuana, Mr. Mateja is uniquely well-suited to produce the highest quality medical marijuana products in Arkansas.

To ensure product safety and efficacy, AMS has retained the services of Jeremy Applen as its Quality Control Specialist. Mr. Applen has enviable experience developing Standard Operating Procedures for matters as diverse as food safety, product traceability and recall, worker health and hygiene, and pesticide/chemical use. Nothing is more important to AMS than ensuring that its products are as safe as possible for medical patients; Mr. Applen will ensure that AMS has every safeguard in place to ensure patient safety and product quality.

Our Director of Security, Randy Reed, will ensure that AMS provides a safe and secure location for patients to access their medicine at all times. Mr. Reed began his career as a patrol officer with the Little Rock Police Department, eventually becoming its Assistant Chief of Police and then the Chief of Police at the Arkansas Highway Department. He also has extensive experience in training new officers, and will be instrumental in training AMS’s security team. Mr. Reed will ensure not only the safety of patients and product, but will lead AMS’s Diversion Prevention Plan to safeguard against sales to minors or out-of-state.
